The Story
It was introduced on January 4, 2001 and referred to the Senate Judiciary committee. The committee held a public hearing on February 7, 2001. The committee recommended that the Senate kill it. On March 29, 2001 the Senate voted to lay it on the table on a voice vote. On April 5, 2001 the Senate adopted “Sen. Pignatelli Motion to Remove from Table” on a voice vote. On April 5, 2001 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on April 5, 2001 and was referred to the House Judiciary committee. On May 3, 2001 the House adopted “Susp Rules for Deadlines on SBs due Early” on a voice vote. The committee held a public hearing on May 8, 2001. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 13–3. On May 24, 2001 the House voted to pass it with changes on a voice vote, then referred it on to the House Ways and Means committee. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a public hearing on October 24, 2001. The committee held a work session on November 27, 2001. The majority of the committee recommended that the House pass it unanimously, 15–0, and the report was placed on the consent calendar. On January 2, 2002 the House voted to pass it, then referred it on to the House Finance committee. The committee held a public hearing on January 22, 2002. The committee held a work session on January 30, 2002. The committee met in executive session on February 6, 2002 to vote on its recommendation. The majority of the committee recommended that the House pass it with changes unanimously, 16–0, and the report was placed on the consent calendar. On February 14, 2002 the House voted to pass it with changes. On April 25, 2002 the Senate adopted “Sen. Gordon Concur with House Amendment” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3752) was adopted to correct technical errors found after passage. The governor signed it on May 15, 2002, making it Chapter 198 of the session laws. It took effect on May 15, 2002.
