- Term: 2001-2002
- House committee: Resources, Recreation and Development
- Senate committee: Public Affairs
- Subject: Environment - Conservation

The Story
It was introduced on February 20, 2002 and referred to the Senate Public Affairs committee. The committee held a public hearing on March 13, 2002. The committee recommended that the Senate kill it. On March 21, 2002 the Senate voted to pass it on a roll call 13–11, on a motion by Sen. Johnson. A floor amendment (3053), offered by Sen. Johnson, was adopted on a voice vote on March 21, 2002, changing the text of the bill. On March 21, 2002 the Senate adopted “OT3rdg” on a roll call 13–11 and ordered it to a third reading. It crossed to the House on March 21, 2002 and was referred to the House Resources, Recreation and Development committee. The committee held a public hearing on April 3, 2002. The committee held a work session on April 9, 2002. The majority of the committee recommended that the House pass it with changes by a vote of 13–1, and the report was placed on the consent calendar. On April 17, 2002 the House voted to pass it with changes. On April 25, 2002 the Senate adopted “Sen. Roberge Concur with House Amendment” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3751) was adopted to correct technical errors found after passage. The governor signed it on May 18, 2002, making it Chapter 263 of the session laws. It took effect on July 17, 2002.
