The Story
It was introduced on February 14, 2002 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 13, 2002. The committee recommended that the Senate study it after the session ends. On March 14, 2002 the Senate rejected a motion to study it after the session ends on a voice vote. On March 14, 2002 the Senate voted to pass it on a voice vote. A floor amendment (2977), offered by Sen. D'Allesandro, was adopted on a voice vote on March 14, 2002, changing the text of the bill. It crossed to the House and was referred to the House State-Federal Relations and Veterans Affairs committee. The committee held a public hearing on March 26, 2002. The committee held a work session on March 28, 2002. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. On April 17, 2002 the House voted to pass it with changes. On April 25, 2002 the Senate voted to lay it on the table on a voice vote. On April 25, 2002 the Senate adopted “Remove From Table” on a voice vote. On April 25, 2002 the Senate adopted “Request C of C” on a voice vote. On April 25, 2002 the House adopted “House Acceded to req for Conf Comm”. A committee of conference met on April 29, 2002 to try to settle the differences between the two chambers' versions of the bill. On May 2, 2002 the House adopted “Conf Comm Report” on a voice vote. On May 2, 2002 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3787) was adopted to correct technical errors found after passage. The governor signed it on May 17, 2002, making it Chapter 248 of the session laws. It took effect on May 17, 2002.
