The Story

It was introduced on February 14, 2002 and referred to the Senate Internal Affairs committee. The committee held a public hearing on March 7, 2002. The committee recommended that the Senate pass it. On March 14, 2002 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 3007). On March 21, 2002 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 21, 2002 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 3, 2002. The committee held a work session on April 9, 2002. The majority of the committee recommended that the House pass it with changes unanimously, 10–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on April 17, 2002. On April 17, 2002 the House voted to pass it. On April 25, 2002 the Senate adopted “Sen. Flanders Concur with House Amendments” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3760) was adopted to correct technical errors found after passage. The governor signed it on May 17, 2002, making it Chapter 220 of the session laws. It took effect on May 17, 2002.
