The Story
It was introduced on January 31, 2002 and referred to the Senate Finance committee. The committee held a public hearing on February 13, 2002. The committee recommended that the Senate pass it with changes (amendment 2627). On February 14, 2002 the Senate voted to pass it with changes on a voice vote. A floor amendment (2642), offered by Sen. Below, was rejected on a roll call 9–15 on February 14, 2002. A floor amendment (2641), offered by Sen. Below, was rejected on a roll call 7–17 on February 14, 2002. On February 14, 2002 the Senate adopted “OT3rdg” on a roll call 16–8 and ordered it to a third reading. It crossed to the House on February 14, 2002 and was referred to the House Finance committee. The committee held a public hearing on March 5, 2002. The committee held work sessions on March 26, 2002, April 2, 2002, April 3, 2002 and April 9, 2002. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 12–5. On April 17, 2002 the House adopted “Special Order to later in day” on a roll call 178–174. On April 17, 2002 the House voted to pass it with changes on a voice vote. On April 25, 2002 the Senate adopted “Sen. Barnes Concur with House Amendment” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3756) was adopted to correct technical errors found after passage. The governor vetoed it on May 17, 2002. The legislature can override a veto with a two-thirds vote in both chambers. On May 22, 2002 the Senate voted 12–11 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
