It was introduced on January 24, 2002 and referred to the Senate Internal Affairs committee. The committee held a public hearing on February 12, 2002. It crossed to the House on February 14, 2002 and was referred to the House Legislative Administration committee. The committee held a public hearing on March 13, 2002. The majority of the committee recommended that the House pass it unanimously, 14–0, and the report was placed on the consent calendar. On April 4, 2002 the House voted to pass it.
