It was introduced on January 17, 2002 and referred to the Senate Judiciary committee. The committee held a public hearing on February 6, 2002. The committee recommended that the Senate pass it with changes (amendment 2714). On February 20, 2002 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on February 21, 2002 and was referred to the House Children and Family Law committee. The committee held a public hearing on March 14, 2002. The committee held a work session on March 20, 2002. The majority of the committee recommended that the House pass it unanimously, 12–0, and the report was placed on the consent calendar. On April 17, 2002 the House voted to pass it. The bill was enrolled on April 25, 2002 — the final check of the text before it goes to the governor.
