The Story
It was introduced on January 2, 2002 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held public hearings on January 29, 2002 and February 12, 2002. The committee recommended that the Senate pass it with changes (amendment 2589). On February 14, 2002 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on February 14, 2002 and was referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on March 5, 2002. The majority of the committee recommended that the House pass it with changes by a vote of 16–1, and the report was placed on the consent calendar. On April 17, 2002 the House voted to pass it with changes. On April 25, 2002 the Senate adopted “Sen. Wheeler Concur with House Amendment” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor. The governor signed it on May 15, 2002, making it Chapter 156 of the session laws. It took effect on July 14, 2002.
