The Story

It was introduced on January 2, 2002 and referred to the Senate Education committee. The committee held a public hearing on January 16, 2002. The committee recommended that the Senate pass it. On February 20, 2002 the Senate voted to pass it on a voice vote. A floor amendment (2809), offered by Sen. Below, was adopted on a voice vote on February 20, 2002, changing the text of the bill. It crossed to the House on February 21, 2002 and was referred to the House Education committee. The committee held a public hearing on March 13, 2002. The committee held work sessions on March 19, 2002 and March 28, 2002. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On April 17, 2002 the House voted to pass it with changes. On April 25, 2002 the Senate adopted “Sen. O'Hearn Concur with House Amendment” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3721) was adopted to correct technical errors found after passage. The governor signed it on May 16, 2002, making it Chapter 205 of the session laws. It took effect on July 1, 2002.
