The Story
It was introduced on January 2, 2002 and referred to the Senate Public Affairs committee. The committee held a public hearing on January 29, 2002. The committee recommended that the Senate kill it. On January 31, 2002 the Senate voted to lay it on the table. On February 20, 2002 the Senate adopted “Remove From Table” on a voice vote. On February 20, 2002 the Senate voted to pass it on a roll call 22–1, on a motion by Sen. Fernald. On February 20, 2002 the Senate voted to lay it on the table. On February 20, 2002 the Senate rejected a motion to lay it on the table. A floor amendment (2837), offered by Sen. Francoeur, was adopted on a roll call 13–10 on February 20, 2002, changing the text of the bill. A floor amendment (2838), offered by Sen. Fernald, was rejected on a roll call 10–13 on February 20, 2002. On February 20, 2002 the Senate adopted “OT3rdg” on a voice vote and ordered it to a third reading. It crossed to the House on February 21, 2002 and was referred to the House Election Law committee. The committee held a public hearing on March 19, 2002. The committee held work sessions on April 2, 2002 and April 11, 2002. The majority of the committee recommended that the House make no recommendation. On April 17, 2002 the House adopted “Special Ordered to after lunch break, without objection”. A floor amendment (3431), offered by Reps Clegg et al, was adopted on a voice vote on April 17, 2002, changing the text of the bill. A floor amendment (3536), offered by Reps Stritch and Scanlan, was adopted on a roll call 200–147 on April 17, 2002, changing the text of the bill. A floor amendment (3481), offered by Reps Bragdon and F Davis, was rejected on a roll call 164–174 on April 17, 2002. On April 17, 2002 the House voted to pass it with changes on a roll call 200–140. On April 25, 2002 the Senate adopted “Sen. Roberge Concur with House Amendment” on a roll call 12–10. The bill was enrolled on April 25, 2002 — the final check of the text before it goes to the governor. The governor vetoed it on May 2, 2002. The legislature can override a veto with a two-thirds vote in both chambers. On May 22, 2002 the Senate voted 12–11 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
