The Story
It was introduced on February 1, 2001 and referred to the Senate Internal Affairs committee. The committee held a public hearing on May 8, 2001. The committee recommended that the Senate send it back to committee. On May 9, 2001 the Senate voted to send it back to committee on a voice vote. The committee held public hearings on January 10, 2002 and January 18, 2002. The committee recommended that the Senate pass it with changes. On January 24, 2002 the Senate voted to lay it on the table on a voice vote. On January 31, 2002 the Senate adopted “Remove From Table” on a voice vote. On January 31, 2002 the Senate voted to pass it with changes on a roll call 13–11. A floor amendment (2301), offered by Sen. Below, was rejected on a roll call 11–13 on January 31, 2002. On January 31, 2002 the Senate adopted “OT3rdg” on a voice vote and ordered it to a third reading. It crossed to the House on January 31, 2002 and was referred to the House Election Law committee. The committee held a public hearing on March 13, 2002. The majority of the committee recommended that the House pass it by a vote of 13–2.
