The committee recommended that the Senate pass it with changes (amendment 1279). On May 24, 2001 the Senate voted to pass it with changes on a voice vote. A floor amendment (1304), offered by Sen. Wheeler, was adopted on a voice vote on May 24, 2001, changing the text of the bill. It crossed to the House on June 26, 2001 and was referred to the House Labor, Industrial and Rehabilitative Services committee. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a public hearing on November 7, 2001. The majority of the committee recommended that the House pass it with changes by a vote of 10–3, and the report was placed on the consent calendar. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 31, 2002. On January 31, 2002 the House adopted “Special Ordered to Feb 14” on a voice vote. On January 31, 2002 the House adopted “Susp Rules on deadlines” on a voice vote. On February 14, 2002 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a work session on February 19, 2002. The majority of the committee recommended that the House pass it unanimously, 20–0, and the report was placed on the consent calendar. On March 6, 2002 the House voted to pass it. On April 25, 2002 the Senate adopted “Sen. Burns Concur with House Amendment” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor. The governor signed it on May 8, 2002, making it Chapter 127 of the session laws. It took effect on May 8, 2002.
