SB 161-FN-A (2002)

relative to specialzed treatment for certain individuals and making an appropriation therefor.

  • Status: Signed into law
  • Term: 2001-2002
  • House committee: Health, Human Services and Elderly Affairs
  • Senate committee: Public Institutions, Health and Human Services
  • Subject: Public and Mental Health
  • Chapter law: 244

The Story

It was introduced on February 22, 2001 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on April 3, 2001. The committee recommended that the Senate pass it with changes (amendment 1015). On May 1, 2001 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee held a public hearing on May 7, 2001. On May 9, 2001 the Senate voted to pass it on a voice vote 13–11 and ordered it to a third reading. It crossed to the House and was referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on May 22, 2001. The committee held a work session on May 22, 2001. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on October 10, 2001, October 17, 2001, November 13, 2001 and November 20, 2001. The majority of the committee recommended that the House pass it with changes by a vote of 13–1. On January 2, 2002 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a public hearing on January 22, 2002. The committee held work sessions on January 23, 2002, January 30, 2002, February 6, 2002, February 12, 2002, February 19, 2002 and February 20, 2002. The majority of the committee recommended that the House pass it with changes by a vote of 19–1. On March 6, 2002 the House voted to pass it with changes on a voice vote. On April 25, 2002 the Senate adopted “Sen. Wheeler Non Concur with House Am {2763} Requests Committee of Conference” on a voice vote. On April 25, 2002 the House adopted “House Acceded to req for Conf Comm” on a voice vote. A committee of conference met on April 29, 2002 and April 30, 2002 to try to settle the differences between the two chambers' versions of the bill. On May 2, 2002 the House adopted “Conf Comm Report” on a voice vote. On May 2, 2002 the Senate adopted “Conference Committee Report”. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3783) was adopted to correct technical errors found after passage. The governor signed it on May 17, 2002, making it Chapter 244 of the session laws. It took effect on July 1, 2002.
