The Story

It was introduced on February 15, 2001 and referred to the Senate Education committee. The committee held a public hearing on March 21, 2001. The committee recommended that the Senate send it back to committee. On May 1, 2001 the Senate voted to send it back to committee on a voice vote. The committee recommended that the Senate pass it with changes. On January 24, 2002 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2504). On February 14, 2002 the Senate adopted “Sen. Below Sub-Motion Recommit” on a voice vote. The committee recommended that the Senate pass it with changes (amendment 2775). On February 20, 2002 the Senate voted to pass it with changes on a voice vote. A floor amendment (2811), offered by Sen. Below, was rejected on February 20, 2002. On February 20, 2002 the Senate adopted “OT3rdg” on a voice vote and ordered it to a third reading. It crossed to the House on February 21, 2002 and was referred to the House Finance committee. The committee held a public hearing on March 26, 2002. The committee held work sessions on March 26, 2002, April 2, 2002, April 3, 2002 and April 9, 2002. The majority of the committee recommended that the House pass it with changes unanimously, 17–0. On April 17, 2002 the House voted to pass it with changes on a voice vote. On April 25, 2002 the Senate adopted “Sen. O'Hearn Concur with House Amendment” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3746) was adopted to correct technical errors found after passage. The governor signed it on May 18, 2002, making it Chapter 260 of the session laws. It took effect on July 17, 2002.
