The Story

It was introduced on February 1, 2001 and referred to the Senate Public Affairs committee. The committee held a public hearing on February 20, 2001. The committee recommended that the Senate pass it. On March 29, 2001 the Senate voted to lay it on the table on a voice vote. On May 9, 2001 the Senate adopted “Sen. Gordon Motion to Remove From Table” on a voice vote. On May 9, 2001 the Senate adopted “Sen. Gordon sub-motion Rereferred to Committee” on a voice vote. The committee recommended that the Senate pass it. On January 17, 2002 the Senate voted to lay it on the table on a voice vote. On February 20, 2002 the Senate failed “Remove From Table”, on a motion by Sen. Gordon. On February 20, 2002 the Senate adopted “Remove From Table” on a voice vote. On February 20, 2002 the Senate failed “Rules Suspension 2/3 nec. for Report After Deadline”, on a motion by Sen. Below. On February 20, 2002 the Senate voted to pass it on a roll call 16–7. A floor amendment (2305), offered by Sen. Gordon, was adopted on a roll call 16–7 on February 20, 2002, changing the text of the bill. It crossed to the House on February 21, 2002 and was referred to the House Election Law committee. The committee held a public hearing on March 19, 2002. The committee held a work session on April 2, 2002. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 12–6. On April 17, 2002 the House voted to pass it with changes on a roll call 223–127. On April 25, 2002 the Senate voted to lay it on the table on a voice vote. On April 25, 2002 the Senate adopted “Remove From Table” on a voice vote. On April 25, 2002 the Senate adopted “Sen. Roberge Concur with House Amendment” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor. The governor vetoed it on May 10, 2002. The legislature can override a veto with a two-thirds vote in both chambers. On May 22, 2002 the Senate voted 12–11 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
