On March 29, 2001 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 1045). On May 1, 2001 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Resources, Recreation and Development committee. The committee held a public hearing on May 8, 2001. The committee held a work session on May 9, 2001. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on October 10, 2001, October 17, 2001 and October 24, 2001. The majority recommended that the House kill it, and the minority recommended that the House pass it.
