SB 1 (2002)

apportioning state senate districts.

  • Status: Vetoed, override failed
  • Term: 2001-2002
  • House committee: Election Law
  • Senate committee: Internal Affairs
  • Subject: Elections

The Story

It was introduced on February 1, 2001 and referred to the Senate Internal Affairs committee. The committee held a public hearing on May 8, 2001. The committee recommended that the Senate send it back to committee. On May 9, 2001 the Senate voted to send it back to committee on a voice vote. The committee held public hearings on January 10, 2002 and January 18, 2002. The committee recommended that the Senate pass it with changes. On January 24, 2002 the Senate voted to lay it on the table. On January 31, 2002 the Senate adopted “Remove From Table” on a voice vote. A floor amendment (2374), offered by Sen. Boyce, was adopted on a roll call 13–11 on January 31, 2002, changing the text of the bill. A floor amendment (2304), offered by Sen. Below, was rejected on a roll call 11–13 on January 31, 2002. It crossed to the House on January 31, 2002 and was referred to the House Election Law committee. The committee held a public hearing on March 13, 2002. The majority of the committee recommended that the House pass it by a vote of 10–5. On March 21, 2002 the House rejected a motion to send it back to committee on a roll call 155–189. On March 21, 2002 the House voted to pass it on a roll call 203–146. The bill was enrolled on March 21, 2002 — the final check of the text before it goes to the governor. The governor vetoed it on March 29, 2002. The legislature can override a veto with a two-thirds vote in both chambers. On May 22, 2002 the Senate voted 12–11 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
