The Story
It was introduced on February 15, 2001 and referred to the House Ways and Means committee. The committee held a public hearing on March 21, 2001. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on December 10, 2001. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it. The committee's amendment (2059) was adopted on a voice vote on January 17, 2002, changing the text of the bill. A floor amendment (2210), offered by Rep Sapareto, was adopted on a roll call 212–134 on January 17, 2002, changing the text of the bill. On January 17, 2002 the House voted to pass it with changes on a roll call 188–152. It crossed to the Senate on March 21, 2002 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on April 9, 2002. The committee recommended that the Senate pass it. On April 18, 2002 the Senate rejected a motion to pass it on a roll call 6–16. On April 18, 2002 the Senate voted to kill it on a voice vote.
