The committee held work sessions on May 1, 2001, June 13, 2001, October 16, 2001 and October 24, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 16–0, and the report was placed on the consent calendar. On January 2, 2002 the House voted to pass it with changes, then referred it on to the House Finance committee. The committee held a public hearing on January 16, 2002. It crossed to the Senate on February 20, 2002 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 28, 2002. The committee recommended that the Senate pass it with changes (amendment 3372). On April 11, 2002 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 3472). On April 16, 2002 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 25, 2002 the House voted to agree to the other chamber's changes on a voice vote. On May 2, 2002 the Senate voted to pass it. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor. The governor signed it on May 15, 2002, making it Chapter 183 of the session laws. It took effect on May 15, 2002.
