The Story

It was introduced on February 15, 2001 and referred to the House Education committee. The committee held a public hearing on March 7, 2001. On March 22, 2001 the House adopted “Susp Rules for Deadline” on a voice vote. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on May 16, 2001. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 17–3. On May 31, 2001 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on October 3, 2001 and October 17, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 20–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 2, 2002. On January 2, 2002 the House rejected a motion to send it back to committee on a roll call 179–181. On January 2, 2002 the House rejected a motion to lay it on the table on a roll call 133–227. On January 2, 2002 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 20, 2002 and was referred to the Senate Education committee. The committee held a public hearing on March 20, 2002. The committee recommended that the Senate pass it with changes (amendment 3401). On April 11, 2002 the Senate voted to pass it with changes on a roll call 13–11. On April 11, 2002 the bill was referred to the Finance committee. The committee recommended that the Senate pass it. On April 16, 2002 the Senate voted to pass it on a voice vote. On April 16, 2002 the Senate adopted “OT3rdg” on a roll call 13–11 and ordered it to a third reading. On April 25, 2002 the House voted to reject the other chamber's changes on a voice vote. On April 25, 2002 the Senate adopted “Sen. O'Hearn Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on April 26, 2002, April 27, 2002 and April 30, 2002 to try to settle the differences between the two chambers' versions of the bill.
