HB 712-FN (2002)
relative to the coordination of state, regional, and local planning efforts.
- Status: Signed into law
- Term: 2001-2002
- House committee: Municipal and County Government
- Senate committee: Public Affairs
- Subject: Zoning and Planning
- Chapter law: 229
The Story
It was introduced on February 15, 2001 and referred to the House Municipal and County Government committee. The committee held a public hearing on March 15, 2001. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on May 8, 2001. The majority of the committee recommended that the House pass it with changes by a vote of 9–4, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 31, 2001. On May 31, 2001 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 2, 2002 and was referred to the Senate Public Affairs committee. The committee held a public hearing on February 12, 2002. The committee recommended that the Senate pass it with changes (amendment 2687). On March 14, 2002 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 21, 2002 the Senate voted to pass it on a voice vote and ordered it to a third reading. On April 17, 2002 the House voted to reject the other chamber's changes on a voice vote. On April 25, 2002 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Roberge. A committee of conference met on April 26, 2002 to try to settle the differences between the two chambers' versions of the bill. On May 2, 2002 the Senate adopted “Conference Committee Report” on a voice vote. On May 2, 2002 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3796) was adopted to correct technical errors found after passage. The governor signed it on May 17, 2002, making it Chapter 229 of the session laws. It took effect on July 1, 2002.
