The Story

It was introduced on February 8, 2001 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on March 9, 2001. The committee held work sessions on March 15, 2001, March 22, 2001, March 26, 2001, March 27, 2001, March 29, 2001 and March 30, 2001. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on May 23, 2001, September 18, 2001 and October 10, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On January 2, 2002 the House voted to pass it with changes. It crossed to the Senate on January 2, 2002 and was referred to the Senate Energy and Economic Development committee. The committee held a public hearing on February 12, 2002. The committee recommended that the Senate pass it. On February 14, 2002 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on March 7, 2002 — the final check of the text before it goes to the governor. The governor signed it on March 25, 2002, making it Chapter 12 of the session laws. It took effect on March 25, 2002.
