The Story
It was introduced on February 8, 2001 and referred to the House Commerce committee. The committee held a public hearing on March 20, 2001. The committee held a work session on April 3, 2001. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on October 3, 2001, October 17, 2001, October 24, 2001, November 7, 2001, November 14, 2001, November 20, 2001, November 27, 2001 and November 28, 2001. The majority of the committee recommended that the House pass it with changes. On January 10, 2002 the House voted to pass it with changes on a roll call 268–78, then referred it on to the House Finance committee. The committee held a public hearing on January 16, 2002. The committee held work sessions on January 29, 2002, February 7, 2002, February 12, 2002 and February 19, 2002. The majority recommended that the House kill it, and the minority recommended that the House pass it, by a vote of 13–8. On March 7, 2002 the House rejected a motion to kill it on a roll call 115–226. A floor amendment (2900), offered by Reps Hunt and Crosby, was adopted on a division vote 259–85 on March 7, 2002, changing the text of the bill. On March 7, 2002 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 14, 2002 and was referred to the Senate Insurance committee. The committee held a public hearing on April 3, 2002. On April 18, 2002 the Senate voted to pass it with changes on a roll call 16–7. A floor amendment (3592), offered by Sen. Francoeur, was adopted on a roll call 12–11 on April 18, 2002, changing the text of the bill. On April 18, 2002 the Senate adopted “OT3rdg” on a roll call 21–2 and ordered it to a third reading. On April 25, 2002 the House rejected a motion to reject the other chamber's changes on a roll call 161–165. On April 25, 2002 the House voted to agree to the other chamber's changes on a division vote 187–140. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3776) was adopted to correct technical errors found after passage. The governor signed it on May 16, 2002, making it Chapter 204 of the session laws. It took effect on January 1, 2003.
