The committee held work sessions on May 30, 2001, June 12, 2001 and September 11, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On January 2, 2002 the House voted to pass it with changes. It crossed to the Senate on January 2, 2002 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 13, 2002. The committee recommended that the Senate kill it. On April 18, 2002 the Senate voted to lay it on the table on a voice vote. The bill died on the table when the session ended on November 18, 2002, having been set aside and never taken back up.
