The Story

It was introduced on January 25, 2001 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 7, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 17–0. On March 22, 2001 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on May 1, 2001, May 9, 2001, May 16, 2001, May 23, 2001, May 30, 2001, June 13, 2001, June 20, 2001, June 27, 2001, July 18, 2001, July 25, 2001, August 8, 2001, August 22, 2001, August 29, 2001, September 12, 2001, September 26, 2001, October 10, 2001, October 17, 2001 and October 24, 2001. The committee met in executive session on October 25, 2001 to vote on its recommendation. The committee held work sessions on October 31, 2001, December 6, 2001 and December 12, 2001. The majority of the committee recommended that the House pass it with changes. On January 10, 2002 the House adopted “Special Ordered to Jan 17” on a voice vote. On January 17, 2002 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 17, 2002 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 13, 2002. The committee recommended that the Senate pass it with changes (amendment 3340). On April 11, 2002 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On April 16, 2002 the Senate voted to pass it on a voice vote and ordered it to a third reading. On April 25, 2002 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor. The governor signed it on May 15, 2002, making it Chapter 177 of the session laws. It took effect on May 15, 2002.
