The Story

It was introduced on January 25, 2001 and referred to the House Children and Family Law committee. The committee held a public hearing on February 21, 2001. The committee held work sessions on March 14, 2001 and March 28, 2001. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on October 25, 2001 and November 8, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 13–0. On January 2, 2002 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 14, 2002 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 28, 2002. The committee recommended that the Senate pass it with changes (amendment 3358). On April 11, 2002 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On April 16, 2002 the Senate adopted “Ough to Pass” on a voice vote. A floor amendment (3520), offered by Sen. Gordon, was adopted on a voice vote on April 16, 2002, changing the text of the bill. On April 25, 2002 the House voted to reject the other chamber's changes on a voice vote. On April 25, 2002 the Senate adopted “Sen. Pignatelli Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on April 29, 2002 to try to settle the differences between the two chambers' versions of the bill. On May 2, 2002 the Senate adopted “Conference Committee Report” on a voice vote. On May 2, 2002 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3791) was adopted to correct technical errors found after passage. The governor signed it on May 17, 2002, making it Chapter 227 of the session laws. It took effect on July 16, 2002.
