The Story

It was introduced on January 25, 2001 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on February 13, 2001. On March 22, 2001 the House adopted “Susp Rules for Deadline” on a voice vote. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 6, 2001, September 5, 2001, October 10, 2001 and October 16, 2001. The majority of the committee recommended that the House pass it with changes by a vote of 16–1, and the report was placed on the consent calendar. On January 2, 2002 the House voted to pass it with changes, then referred it on to the House Ways and Means committee. The committee held a public hearing on January 22, 2002. The committee held a work session on February 6, 2002. The majority of the committee recommended that the House pass it with changes by a vote of 10–1, and the report was placed on the consent calendar. On February 14, 2002 the House adopted “Susp Rules on deadline for 2nd Comm” on a voice vote. On February 14, 2002 the House voted to pass it with changes, then referred it on to the House Finance committee. The committee held work sessions on February 19, 2002 and February 20, 2002. The majority of the committee recommended that the House pass it with changes unanimously, 19–0, and the report was placed on the consent calendar. On March 6, 2002 the House voted to pass it with changes. It crossed to the Senate on March 14, 2002 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 28, 2002. The committee recommended that the Senate pass it. On April 10, 2002 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 3446). On April 16, 2002 the Senate voted to lay it on the table on a voice vote. On April 18, 2002 the Senate adopted “Remove From Table” on a voice vote. On April 18, 2002 the Senate voted to pass it with changes on a voice vote. On April 18, 2002 the Senate adopted “OT3rdg” on a roll call 12–8 and ordered it to a third reading. On April 25, 2002 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3759) was adopted to correct technical errors found after passage. The governor signed it on May 15, 2002, making it Chapter 176 of the session laws. It took effect on July 1, 2002.
