The committee held a work session on March 9, 2001. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on October 17, 2001. The majority of the committee recommended that the House pass it with changes. On January 10, 2002 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The majority of the committee recommended that the House pass it with changes unanimously, 19–0, and the report was placed on the consent calendar. On March 6, 2002 the House voted to pass it with changes. It crossed to the Senate on March 14, 2002 and was referred to the Senate Public Affairs committee. The committee held a public hearing on March 28, 2002. The committee recommended that the Senate pass it with changes (amendment 3151). On April 10, 2002 the Senate voted to pass it with changes on a voice vote. On April 10, 2002 the bill was referred to the Finance committee. The committee recommended that the Senate pass it. On April 16, 2002 the Senate voted to pass it on a voice vote and ordered it to a third reading. On April 25, 2002 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3745) was adopted to correct technical errors found after passage. The governor signed it on May 18, 2002, making it Chapter 266 of the session laws. It took effect on May 18, 2002.
