- Status: Signed into law
- Term: 2001-2002
- House committee: Municipal and County Government
- Senate committee: Public Affairs

The Story
It was introduced on January 25, 2001 and referred to the House Municipal and County Government committee. The committee held a public hearing on March 20, 2001. The committee retained the bill, holding it for further work rather than reporting it out this year. The majority of the committee recommended that the House pass it with changes by a vote of 11–1, and the report was placed on the consent calendar. On June 7, 2001 the House voted to pass it with changes. It crossed to the Senate on January 31, 2002 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 2, 2002. On April 16, 2002 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 25, 2002 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor. The governor signed it on May 15, 2002, making it Chapter 174 of the session laws. It took effect on May 15, 2002.
