exempting the Connecticut Lakes Headwaters Tract from the real estate transfer tax.
- Status: Signed into law
- Term: 2001-2002

- Senate committee: Public Affairs

The Story
It was introduced on January 25, 2001 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 21, 2001. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on May 8, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On May 17, 2001 the House voted to pass it with changes. It crossed to the Senate on May 24, 2001 and was referred to the Senate Public Affairs committee. On May 31, 2001 the Senate adopted “Reconsideration of Introduction and Committee Referral” on a voice vote, on a motion by Sen. Francoeur. It crossed to the Senate on January 2, 2002 and was referred to the Senate Public Affairs committee. The committee held a public hearing on February 12, 2002. The committee recommended that the Senate kill it. On March 14, 2002 the Senate adopted “Substitute Ought to Pass” on a voice vote, on a motion by Sen. Burns. A floor amendment (2963), offered by Sen. Burns, was adopted on a voice vote on March 14, 2002, changing the text of the bill. On March 21, 2002 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on March 21, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3072) was adopted to correct technical errors found after passage. The governor signed it on March 25, 2002, making it Chapter 11 of the session laws. It took effect on March 25, 2002.
