  • Senate committee: Judiciary
  • Subject: Right to Know

The Story

It was introduced on January 25, 2001 and referred to the House Judiciary committee. The committee held a public hearing on February 14, 2001. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on November 14, 2001. The majority of the committee recommended that the House pass it with changes. On January 10, 2002 the House voted to pass it with changes on a roll call 316–24. It crossed to the Senate on January 17, 2002 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 4, 2002. The committee recommended that the Senate pass it with changes (amendment 3544). On April 18, 2002 the Senate voted to pass it with changes on a voice vote. On April 18, 2002 the Senate adopted “OT3rdg” on a voice vote and ordered it to a third reading. On April 25, 2002 the House voted to reject the other chamber's changes on a voice vote. On April 25, 2002 the Senate adopted “Sen. Gordon Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on April 29, 2002 to try to settle the differences between the two chambers' versions of the bill. On May 2, 2002 the Senate adopted “Conference Committee Report” on a voice vote. On May 2, 2002 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3778) was adopted to correct technical errors found after passage. The governor vetoed it on May 18, 2002. The legislature can override a veto with a two-thirds vote in both chambers. On May 22, 2002 the House voted 205–134 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
