The Story
It was introduced on January 25, 2001 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 14, 2001. The committee held a work session on April 10, 2001. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on November 13, 2001. The majority of the committee recommended that the House pass it unanimously, 13–0, and the report was placed on the consent calendar. On January 2, 2002 the House voted to pass it. It crossed to the Senate on January 2, 2002 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 13, 2002. The committee recommended that the Senate pass it with changes (amendment 2905). On March 14, 2002 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 21, 2002 the Senate voted to pass it on a voice vote and ordered it to a third reading. On April 4, 2002 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on April 17, 2002 — the final check of the text before it goes to the governor. The governor signed it on April 26, 2002, making it Chapter 51 of the session laws. It took effect on January 1, 2003.
