HB 420 (2002)
apportioning state representative districts.
- Status: Vetoed, override failed
- Term: 2001-2002
- House committee: Election Law
- Senate committee: Internal Affairs
- Subject: Elections
The Story
It was introduced on January 25, 2001 and referred to the House Election Law committee. The committee held a public hearing on February 21, 2001. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a public hearing on January 8, 2002. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 13–6. On February 14, 2002 the House voted to pass it with changes on a roll call 223–134. It crossed to the Senate on February 20, 2002 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on March 19, 2002. The committee recommended that the Senate pass it with changes (amendment 3022). On March 21, 2002 the Senate adopted “RC”. On March 21, 2002 the Senate voted to pass it on a voice vote. A floor amendment (3069), offered by Sen. Below, was rejected on a roll call 11–13 on March 21, 2002. On March 21, 2002 the Senate adopted “RC” and ordered it to a third reading. The bill was enrolled on March 21, 2002 — the final check of the text before it goes to the governor. The governor vetoed it on April 3, 2002. The legislature can override a veto with a two-thirds vote in both chambers. On May 22, 2002 the House voted 208–130 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
