The Story

It was introduced on January 25, 2001 and referred to the House Education committee. The committee held a public hearing on February 7, 2001. The committee held work sessions on February 20, 2001 and March 9, 2001. The committee retained the bill, holding it for further work rather than reporting it out this year. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On January 2, 2002 the House voted to pass it with changes. It crossed to the Senate on March 14, 2002 and was referred to the Senate Education committee. The committee held a public hearing on April 4, 2002. The committee recommended that the Senate pass it. On April 16, 2002 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On April 18, 2002 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on April 25, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3674) was adopted to correct technical errors found after passage. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor. The governor signed it on May 15, 2002, making it Chapter 173 of the session laws. It took effect on May 15, 2002.
