relative to charter schools.

  • Status: Vetoed, override failed
  • Term: 2001-2002
  • House committee: Education
  • Senate committee: Education
  • Subject: Education - General

The Story

It was introduced on January 25, 2001 and referred to the House Education committee. The committee held a public hearing on February 7, 2001. The committee held work sessions on February 15, 2001, March 7, 2001 and March 14, 2001. The majority of the committee recommended that the House pass it with changes by a vote of 10–4. On March 22, 2001 the House adopted “Special Order to end of Reg Cal” on a voice vote. On March 22, 2001 the House adopted “Susp Rules for deadline” on a voice vote. On April 5, 2001 the House voted to pass it with changes on a roll call 215–145, then referred it on to the House Finance committee. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on April 24, 2001, May 1, 2001, May 22, 2001, May 29, 2001, June 6, 2001 and October 9, 2001. The majority of the committee recommended that the House pass it with changes. The committee's amendment (2016) was adopted on a voice vote on January 17, 2002, changing the text of the bill. A floor amendment (2176), offered by Rep Burling, was rejected on a roll call 131–217 on January 17, 2002. On January 17, 2002 the House voted to pass it with changes on a roll call 204–150. It crossed to the Senate on January 17, 2002 and was referred to the Senate Education committee. The committee held a public hearing on February 6, 2002. The committee recommended that the Senate pass it with changes (amendment 3477). On April 16, 2002 the Senate voted to pass it with changes on a voice vote. On April 16, 2002 the bill was referred to the Finance committee. The committee recommended that the Senate pass it with changes (amendment 3576). On April 18, 2002 the Senate voted to pass it with changes on a voice vote. On April 18, 2002 the Senate adopted “OT3rdg” on a roll call 16–8 and ordered it to a third reading. On April 25, 2002 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3744) was adopted to correct technical errors found after passage. The governor vetoed it on May 15, 2002. The legislature can override a veto with a two-thirds vote in both chambers. On May 22, 2002 the House voted 184–145 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
