The Story
It was introduced on January 25, 2001 and referred to the House Municipal and County Government committee. The committee held a public hearing on March 28, 2001. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on May 1, 2001, May 8, 2001, May 15, 2001, May 22, 2001, May 23, 2001, May 29, 2001 and June 5, 2001. The majority of the committee recommended that the House pass it with changes by a vote of 12–3, and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 2, 2002. On January 2, 2002 the House adopted “Special Order to Jan 10” on a voice vote. On January 10, 2002 the House voted to pass it with changes on a roll call 255–89. It crossed to the Senate on January 17, 2002 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on January 30, 2002. The committee recommended that the Senate pass it. On February 14, 2002 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On February 20, 2002 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on February 21, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2852) was adopted to correct technical errors found after passage. The bill was enrolled on March 7, 2002 — the final check of the text before it goes to the governor. The governor signed it on March 18, 2002, making it Chapter 8 of the session laws. It took effect on April 17, 2002.
