The Story
It was introduced on January 4, 2001 and referred to the House Environment and Agriculture committee. The House withdrew that referral and sent the bill to the Science, Technology and Energy committee instead. The committee held a public hearing on January 31, 2001. The committee held work sessions on February 8, 2001, February 15, 2001, February 21, 2001, March 7, 2001 and March 14, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 14–0. On March 22, 2001 the House voted to pass it with changes on a division vote 230–76, then referred it on to the House Finance committee. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on May 1, 2001 and May 22, 2001. The majority of the committee recommended that the House pass it by a vote of 19–2. On June 7, 2001 the House adopted “Susp Rules for Report” on a voice vote. A floor amendment (1319), offered by Rep Phinizy, was rejected on a voice vote on June 7, 2001. On June 7, 2001 the House rejected a motion to lay it on the table on a roll call 131–220. On June 7, 2001 the House voted to pass it on a roll call 265–85. It crossed to the Senate on February 20, 2002 and was referred to the Senate Environment committee. The committee held a public hearing on April 3, 2002. The committee recommended that the Senate pass it with changes (amendment 3246). On April 10, 2002 the Senate voted to pass it with changes on a voice vote. On April 10, 2002 the Senate voted to lay it on the table on a voice vote. On April 18, 2002 the Senate adopted “Remove From Table” on a voice vote. A floor amendment (3644), offered by Sen. Cohen, was rejected on a roll call 10–13 on April 18, 2002. On April 18, 2002 the Senate adopted “OT3rdg” on a roll call 23–0 and ordered it to a third reading. On April 25, 2002 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor. The governor signed it on May 15, 2002, making it Chapter 172 of the session laws. It took effect on May 15, 2002.
