It was introduced on January 4, 2001 and referred to the House Transportation committee. The committee held a public hearing on January 23, 2001. The committee held work sessions on January 30, 2001, February 13, 2001, March 20, 2001 and March 27, 2001. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on April 24, 2001 and November 13, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. The committee held a public hearing on February 12, 2002. The committee recommended that the Senate pass it with changes (amendment 2573). On February 14, 2002 the Senate voted to pass it with changes on a voice vote. On February 14, 2002 the bill was referred to the Finance committee. The committee recommended that the Senate pass it. On April 10, 2002 the Senate voted to pass it on a voice vote and ordered it to a third reading. On April 17, 2002 the House voted to agree to the other chamber's changes on a voice vote. It took effect on May 3, 2002.
