The Story

It was introduced on January 4, 2001 and referred to the House Environment and Agriculture committee. The majority of the committee recommended that the House pass it unanimously, 15–0. On March 22, 2001 the House voted to pass it on a voice vote, then referred it on to the House Finance committee. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on April 24, 2001, May 1, 2001 and May 22, 2001. The majority of the committee recommended that the House pass it unanimously, 20–0. On June 7, 2001 the House voted to pass it on a voice vote. It crossed to the Senate on February 20, 2002 and was referred to the Senate Environment committee. The committee held a public hearing on April 3, 2002. The committee recommended that the Senate pass it. On April 10, 2002 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 3442). On April 16, 2002 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 25, 2002 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor. The governor signed it on May 16, 2002, making it Chapter 209 of the session laws. It took effect on July 1, 2003.
