The Story

It was introduced on February 14, 2002 and referred to the House Education committee. On February 21, 2002 the House adopted “Susp Rules for deadlines” on a voice vote. The committee held a public hearing on March 5, 2002. The majority of the committee recommended that the House pass it with changes by a vote of 9–4. On March 21, 2002 the House voted to pass it with changes on a roll call 181–157. It crossed to the Senate on March 21, 2002 and was referred to the Senate Education committee. The committee held a public hearing on April 17, 2002. The committee recommended that the Senate pass it. On April 18, 2002 the Senate voted to pass it on a voice vote. A floor amendment (3580), offered by Sen. O'Hearn, was adopted on a voice vote on April 18, 2002, changing the text of the bill. On April 25, 2002 the House voted to reject the other chamber's changes on a voice vote. On April 25, 2002 the Senate adopted “Sen. O'Hearn Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on April 26, 2002 to try to settle the differences between the two chambers' versions of the bill.
