The Story

It was introduced on February 14, 2002 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on February 20, 2002. On February 21, 2002 the House adopted “Susp Rules for deadlines” on a voice vote. The committee held work sessions on March 4, 2002, March 8, 2002, March 11, 2002 and March 12, 2002. The majority of the committee recommended that the House pass it with changes unanimously, 16–0. On March 21, 2002 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 1, 2002 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 9, 2002. The committee recommended that the Senate pass it with changes (amendment 3395). On April 11, 2002 the Senate voted to lay it on the table on a voice vote. On April 11, 2002 the Senate adopted “Remove From Table” on a voice vote. On April 11, 2002 the Senate voted to pass it with changes on a voice vote. A floor amendment (3428), offered by Sen. Gordon, was adopted on a voice vote on April 11, 2002, changing the text of the bill. The Senate referred the bill to the Finance committee. The committee recommended that the Senate pass it. On April 16, 2002 the Senate adopted “Ough to Pass” on a voice vote and ordered it to a third reading. On April 25, 2002 the House voted to reject the other chamber's changes on a voice vote. On April 25, 2002 the Senate adopted “Sen. Gordon Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on April 29, 2002 to try to settle the differences between the two chambers' versions of the bill. On May 2, 2002 the Senate adopted “Conference Committee Report” on a voice vote. On May 2, 2002 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3798) was adopted to correct technical errors found after passage. The governor signed it on May 17, 2002, making it Chapter 258 of the session laws. It took effect on May 17, 2002.
