The Story

It was introduced on January 24, 2002 and referred to the House Education committee. The committee held a public hearing on February 6, 2002. The majority of the committee recommended that the House kill it by a vote of 13–2. On February 21, 2002 the House adopted “Recommitted to Education” on a voice vote. The majority recommended that the House kill it, and the minority recommended that the House pass it, by a vote of 9–8. On March 7, 2002 the House voted to pass it on a roll call 253–101. It crossed to the Senate on March 14, 2002 and was referred to the Senate Education committee. The committee held a public hearing on April 4, 2002. The committee recommended that the Senate pass it with changes (amendment 3482). On April 16, 2002 the Senate adopted “Special Order to 10:16 a.m.”, on a motion by Sen. Below. The committee recommended that the Senate pass it (amendment 3482). On April 18, 2002 the Senate voted to pass it with changes on a roll call 15–9. On April 18, 2002 the Senate failed “Question is On Section 2” on a roll call 5–19. On April 18, 2002 the Senate failed “Question is On Section 1&4”. On April 18, 2002 the Senate failed “Question is On Section 2&3” on a voice vote. A floor amendment (3607), offered by Sen. Fernald, was rejected on a roll call 3–21 on April 18, 2002. On April 18, 2002 the Senate adopted “OT3rdg” on a roll call 16–8 and ordered it to a third reading. On April 25, 2002 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3765) was adopted to correct technical errors found after passage. The governor signed it on May 18, 2002, making it Chapter 277 of the session laws. It took effect on July 17, 2002.
