The Story
It was introduced on January 17, 2002 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on February 6, 2002. The committee held a work session on February 13, 2002. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 10–2. On February 21, 2002 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 6, 2002 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 28, 2002. The committee recommended that the Senate pass it with changes (amendment 3360). On April 11, 2002 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 3474). On April 16, 2002 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 25, 2002 the House voted to reject the other chamber's changes on a voice vote. On April 25, 2002 the Senate adopted “Sen. Gordon Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on April 29, 2002 to try to settle the differences between the two chambers' versions of the bill. On May 2, 2002 the Senate failed “Conference Committee Report” on a voice vote. On May 2, 2002 the Senate adopted “Request New Committee of Conference” on a voice vote. On May 2, 2002 the House adopted “Susp Rules for New Conf Comm” on a division vote 258–58. On May 2, 2002 the Senate adopted “New C of C Report After Deadline”. On May 2, 2002 the Senate voted to pass it. On May 2, 2002 the House adopted “Susp Rules for Report of New Conf Comm” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3790) was adopted to correct technical errors found after passage. The governor signed it on May 17, 2002, making it Chapter 241 of the session laws. It took effect on May 17, 2002.
