HB 1423-FN (2002)

relative to state or local government security issues under the right-to-know law and relative to threats of biological or chemical substances.

  • Status: Signed into law
  • Term: 2001-2002
  • House committee: Criminal Justice and Public Safety
  • Senate committee: Judiciary
  • Subject: Miscellaneous
  • Chapter law: 222

The Story

It was introduced on January 17, 2002 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on February 6, 2002. The committee held work sessions on February 12, 2002 and February 13, 2002. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 11–3. Part of the committee's amendment (2606) was adopted on a roll call 191–164 on February 21, 2002, changing the text of the bill. On February 21, 2002 the House voted to pass it with changes on a roll call 208–147. It crossed to the Senate on March 6, 2002 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 27, 2002. On April 11, 2002 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On April 16, 2002 the Senate voted to pass it on a voice vote and ordered it to a third reading. On April 25, 2002 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3777) was adopted to correct technical errors found after passage. The governor signed it on May 17, 2002, making it Chapter 222 of the session laws. It took effect on January 1, 2003.
