The Story

It was introduced on January 3, 2001 and referred to the House Environment and Agriculture committee. The committee held a public hearing on January 17, 2001. The committee held work sessions on January 30, 2001 and March 7, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 16–0. On March 29, 2001 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 5, 2001 and was referred to the Senate Environment committee. The committee held a public hearing on April 18, 2001. The committee recommended that the Senate pass it. On May 1, 2001 the Senate voted to lay it on the table on a voice vote. On June 12, 2001 the Senate adopted “Sen. Eaton Motion to Remove From Table” on a voice vote. On June 12, 2001 the Senate voted to send it back to committee on a voice vote. The committee recommended that the Senate pass it with changes. On January 24, 2002 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On March 21, 2002 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on March 21, 2002 — the final check of the text before it goes to the governor. The governor signed it on April 8, 2002, making it Chapter 27 of the session laws. It took effect on July 1, 2002.
