It was introduced on January 2, 2002 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 12, 2002. On March 6, 2002 the House voted to pass it with changes. It crossed to the Senate on March 14, 2002 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 2, 2002. The committee recommended that the Senate pass it with changes (amendment 3471). On April 16, 2002 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading.
