The Story
It was introduced on January 2, 2002 and referred to the House State-Federal Relations and Veterans Affairs committee. The committee held a public hearing on January 8, 2002. The committee held work sessions on January 16, 2002 and January 22, 2002. The majority of the committee recommended that the House pass it with changes unanimously, 18–0, and the report was placed on the consent calendar. On January 31, 2002 the House voted to pass it with changes. It crossed to the Senate on February 20, 2002 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 3, 2002. The committee recommended that the Senate pass it with changes (amendment 3581). On April 18, 2002 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 18, 2002 the Senate adopted “Sen. Eaton Moves Reconsideration” on a voice vote. A floor amendment (3649), offered by Sen. Eaton, was adopted on a voice vote on April 18, 2002, changing the text of the bill. On April 18, 2002 the Senate adopted “OT3rdg” on a voice vote and ordered it to a third reading. On April 25, 2002 the House voted to reject the other chamber's changes on a voice vote. On April 25, 2002 the Senate adopted “Sen. Gordon Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on April 29, 2002 to try to settle the differences between the two chambers' versions of the bill. On May 2, 2002 the Senate adopted “Conference Committee Report” on a voice vote. On May 2, 2002 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3793) was adopted to correct technical errors found after passage. The governor signed it on May 17, 2002, making it Chapter 239 of the session laws. It took effect on May 17, 2002.
