  • Status: Vetoed, override failed
  • Term: 2001-2002
  • House committee: Judiciary
  • Senate committee: Public Affairs
  • Subject: Miscellaneous

The Story

It was introduced on December 12, 2001 and referred to the House Judiciary committee. The committee held a public hearing on January 29, 2002. The committee held work sessions on February 12, 2002 and February 19, 2002. The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On March 6, 2002 the House voted to pass it with changes. It crossed to the Senate on March 14, 2002 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 9, 2002. The committee recommended that the Senate pass it. On April 11, 2002 the Senate voted to pass it on a roll call 24–0. On April 11, 2002 the bill was referred to the Finance committee. The committee recommended that the Senate pass it with changes (amendment 3568). On April 18, 2002 the Senate voted to lay it on the table on a voice vote. On April 18, 2002 the Senate adopted “Remove From Table” on a voice vote. On April 18, 2002 the Senate voted to pass it with changes on a voice vote. A floor amendment (3630), offered by Sen. Gordon, was rejected on April 18, 2002. A floor amendment (3588), offered by Sen. Boyce, was adopted on April 18, 2002, changing the text of the bill. On April 18, 2002 the Senate adopted “OT3rdg” on a voice vote and ordered it to a third reading. On April 25, 2002 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor. The governor vetoed it on May 17, 2002. The legislature can override a veto with a two-thirds vote in both chambers. On May 22, 2002 the House voted 182–161 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
