The Story
It was introduced on December 12, 2001 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on January 3, 2002. The committee held work sessions on January 10, 2002, January 16, 2002, January 23, 2002, January 30, 2002, February 6, 2002, February 13, 2002 and February 20, 2002. The majority of the committee recommended that the House pass it with changes unanimously, 13–0. On March 6, 2002 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 14, 2002 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 4, 2002. The committee recommended that the Senate pass it. On April 18, 2002 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3747) was adopted to correct technical errors found after passage. The governor signed it on May 18, 2002, making it Chapter 275 of the session laws. It took effect on July 17, 2002.
