The Story
It was introduced on June 26, 2001 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on January 15, 2002. The committee held work sessions on January 23, 2002, January 30, 2002, February 4, 2002, February 6, 2002, February 11, 2002 and February 13, 2002. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. On February 21, 2002 the House voted to pass it with changes. It crossed to the Senate on March 6, 2002 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 20, 2002. The committee recommended that the Senate pass it with changes (amendment 3129). On April 10, 2002 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On April 16, 2002 the Senate adopted “Ough to Pass” on a voice vote. A floor amendment (3498), offered by Sen. Prescott, was adopted on a voice vote on April 16, 2002, changing the text of the bill. On April 25, 2002 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3785) was adopted to correct technical errors found after passage. The governor signed it on May 17, 2002, making it Chapter 237 of the session laws. It took effect on July 1, 2002.
